Frost Depth in Maine: What Does Your Town Actually Require?

Ask what the frost depth is in Maine and you will get "four feet" from almost everybody.

We pour to the number your town actually requires, not the one everybody repeats. That is the standard on every footing we set. See our garage building work, including every garage we build in Augusta.

That answer is right for part of the state and wrong for a lot of it. And the deeper problem is that the question has no statewide answer at all.

There is no Maine frost depth. There is your town's.

The building code does not publish one.

Maine builds to the IRC through MUBEC, and the IRC handles frost depth by pointing at Table R301.2, which arrives as a blank table. Each adopting jurisdiction fills in its own values: frost line, ground snow load, design temperature, wind speed. The code text says footings must extend "below the frost line specified in Table R301.2." It never says what that line is.

So the real answer to "how deep do my footings go" is a number your municipality wrote down. Your Code Enforcement Officer has it. That call takes five minutes and it is the single most useful thing you can do before anyone prices a foundation.

Verified frost depths in Maine towns

These come from the towns' own published documents, not from an aggregator:

48 inches on the coast, 60 inches inland, 72 in the mountains. That is a 24-inch spread, half again as deep from one end of the state to the other.

Winslow is the one to notice if you are building around here. It is Kennebec County, it is inland, and it is 60 inches. The four-foot rule of thumb would put your footings a full foot short.

A note on what is missing from that table: Portland and Lewiston are widely quoted at 48 inches, and we left them out because we could not confirm either from the city's own documents. Portland's published deck guide does not give a number at all. It says to check with the building department. That is the correct instinct, and it is what we are telling you too.

What else your town's table tells you

Frost line is one row. The same table carries the numbers that size your roof and your walls:

  • Ground snow load. Winslow publishes 90 lb. Bangor publishes 70. Rangeley publishes 100. This drives the truss package.
  • Winter design temperature. Rangeley posts -13°F.
  • Air freezing index. Yarmouth 1500, Rangeley 3000. This is the number that actually predicts frost penetration.
  • Wind speed and weathering severity.

A builder who has your town's table is pricing your building. A builder working off a statewide average is guessing, and the guess is cheaper.

The exception almost nobody mentions

Here is where it gets interesting, and where people get themselves in trouble.

The code carries an exception. IRC R403.1.4.1, Exception 1: freestanding accessory structures of light-frame construction, 600 square feet or less, with an eave height of 10 feet or less, do not require frost protection.

A detached stick-built garage can land inside that. Which means for some garages, footings below frost are not legally required at all.

A 24x24 sneaks in at 576. Add four feet of depth, which is the upgrade we recommend to almost everyone, and you are out.

We build below frost anyway. On every garage, in every town, whether the exception applies or not.

The exception says the code will not stop you. It does not say the ground will not move. Maine's freeze-thaw cycle does not read the code, and a garage that heaves gives you a cracked slab, a floor that is no longer flat, and overhead doors that bind every February as the building racks.

That is a repair you cannot really make. You can grind a slab and you can shim a door. You cannot put a foundation back under a building that is already standing on it, not for anything close to what it would have cost to do it right.

The exception is genuinely useful for a small shed or a 12x20 storage building on a tight budget. For anything you are going to park a vehicle in and keep for twenty years, spend the money on the hole.

What "below frost" costs you

Less than people expect, which is the other reason not to skip it.

On a typical garage, moving from a slab with a thickened edge to a proper frost wall runs roughly 20 to 25 percent more on the concrete portion of the job, not on the whole build. We walk through exactly when a slab is defensible, and when it is a gamble, in slab vs frost wall foundation.

Where a slab genuinely can be the right call is shallow ledge. If you hit rock at 30 inches, you are not getting a 60-inch frost wall in without blasting, and a properly insulated slab founded on sound bedrock is a real answer rather than a shortcut. That is a site-specific call and it needs somebody standing on the lot.

Ledge changes the whole conversation

Which brings up the thing that actually decides Maine foundations.

Excavation is the largest single variable on a garage build here, bigger than bay count, bigger than the door package. Two identical buildings two hundred feet apart on the same property can be tens of thousands apart because one sits on loam and one sits on ledge.

You find that out by digging test holes, not by looking at a satellite photo. Anybody quoting your foundation without having been on the property is quoting a building they have not seen.

FAQ

How deep do footings have to be in Maine? Below the frost line your municipality publishes in its Table R301.2. Verified examples run 48 inches on the coast (Yarmouth, Bar Harbor), 60 inches inland (Bangor, Winslow), and 72 inches in the western mountains (Rangeley). Your Code Enforcement Officer has the figure for your address.

Is Maine's frost depth 4 feet? On the coast, yes. Inland it is commonly 5 feet, and in the mountains it reaches 6. There is no single statewide number, because the code leaves that value for each town to fill in.

Does a detached garage need frost-depth footings? Not always, as a matter of code. A freestanding light-frame accessory structure of 600 square feet or less with an eave height under 10 feet falls inside an exception. We still build below frost on every garage, because the exception protects you from the inspector, not from the ground.

Does a 24x24 garage qualify for the exception? At 576 square feet, yes, barely. A 24x28 is 672 and does not. Neither does any three-bay.

What is the air freezing index? A measure of how much cold accumulates over a winter, and a better predictor of how deep frost drives than average temperature. Yarmouth publishes 1500. Rangeley publishes 3000. It appears on the same town table as the frost line.

Can I pour footings in the winter in Maine? It is done, with heated blankets, additives and real care, and it costs more. The bigger issue is that you cannot excavate frozen ground cheaply. Foundation work wants to happen before the ground freezes.

Who decides whether my foundation is acceptable? Your municipal Code Enforcement Officer. Not us, and not any builder. We build to the published requirement and file the permit, but the approval is theirs.

Get the number before you get a price

Call your town, ask for the frost line depth and the ground snow load, and write both down. Then ask every builder you talk to what they are designing for.

If the answer is a statewide average instead of your town's number, you have learned something useful about that builder.
